A WhatsApp chatbot for a Dubai brokerage is an automated agent on a WhatsApp Business number. It answers a buyer's enquiry as soon as it arrives, asks the few questions a viewing depends on, records the answers on the lead, and either proposes a viewing or hands the chat to an agent with the conversation attached.

It works only inside WhatsApp's rules and Dubai's advertising and data rules, and it cannot capture enquiries that never reach WhatsApp. This guide covers what the chatbot should do, which Dubai details change the design, and where it stops.

The competitor is not another chatbot. It is the agent who answers in two minutes, and the enquiry that waited until morning.

Why does a Dubai brokerage put the chatbot on WhatsApp?

Because the conversation tends to move there. A buyer finds a listing, a launch ad or your website, and then wants to carry on in the app they already use, with a thread they can scroll back through when they compare projects. Property Finder, for one, lets a seeker contact an agent on WhatsApp as well as by email or phone.

That also marks the limit. A WhatsApp chatbot sees the enquiries that arrive on WhatsApp. Email and phone enquiries from the same listing do not pass through it, so check how each portal you pay for delivers its leads before you plan around a bot. What rules limit what the chatbot may send?

Three sets, and they apply together.

WhatsApp

A business needs opt-in before it messages someone. It can send free-form messages only within 24 hours of the person's last message; after that, only a template Meta has approved.

Dubai advertising

The Dubai Land Department issues real estate advertising permits through Trakheesi, covering electronic and SMS ads among other types. Approved ads must also carry a QR code so a customer can verify them. Details in the Trakheesi guide.

Personal data

The UAE's Federal Decree-Law No. 45 of 2021 prohibits processing personal data without the owner's consent, with limited exceptions. The DIFC has its own law.

Property Finder's guidance for agents adds that UAE telecom rules expect prior consent and a working opt-out for marketing messages. It attributes that to the telecom regulator; read the regulator's own text before relying on it, and ask your legal adviser what applies to your brokerage.

What does a good Dubai property chat look like?

Short. It qualifies, then gets out of the way. Five moves, in this order.

  1. Phase ReplySeconds

    Name the property or project the buyer asked about. A generic "thanks for your interest" tells them they are in a queue.

  2. Phase Qualify3 to 5 questions

    Budget, preferred area, ready or off-plan, when they want to move, and cash or mortgage. Ask nothing you will not act on.

  3. Phase AnswerOn demand

    Answer from your own project and listing content: payment plan, handover, service charges, distance to what they asked about. If it is not in the content, say so and bring in an agent.

  4. Phase Propose a viewingSame chat

    Offer two or three slots rather than "someone will call you".

  5. Phase Hand offOn any real signal

    Negotiation, an objection or an unusual request goes to a person with the transcript, and the buyer is told a person is joining.

Three Dubai details change the wording of that flow:

  • Off-plan and ready are different conversations. A launch enquiry is about payment plan and handover; a resale enquiry is about the unit, the tenancy and the mortgage. Asking "ready or off-plan?" early lets the bot choose the right questions.
  • Buyers write from many countries. Do not assume a phone number or a language. Capture numbers in international format, with the country code, at the point of entry, so WhatsApp can deliver to them.
  • Never let the bot write property claims. Price, availability, ROI or "guaranteed" anything should come only from content you have approved, with the permit details your ad already carries. A bot that improvises about a unit is an advertising problem, not a technical one.

What does it cost to run?

Two things: the chatbot platform, and Meta's charge for template messages. Meta's pricing page says that since 1 July 2025 you are charged per delivered template message, at a rate that depends on the template category and on the recipient's country calling code. It also says:

  • replies inside an open 24-hour window are free;
  • a utility template sent inside that window is free;
  • when a buyer messages you through a click-to-WhatsApp ad, a reply within 24 hours opens a 72-hour window in which every message, templates included, is free.

Meta changes rates and rules, so read the current rate card before you budget. No figure is quoted here for that reason.

What should you do before launch?

  1. 01Get a real opt-in and keep the record. Say on the form or ad that you will message on WhatsApp, and store when and how the person agreed.
  2. 02Submit your follow-up templates first. A day-three follow-up falls outside the window for anyone who went quiet, so it needs an approved template or it will not arrive.
  3. 03Load only approved content. The bot's answers should come from text you have already cleared, including any permit details.
  4. 04Decide who takes the handoff, and when. A bot that escalates into an empty inbox at night is worse than one that says the team replies in the morning.
  5. 05Make STOP work at once. If someone asks to stop, the sequence ends there, not after one more scheduled message.

Does a WhatsApp chatbot need a Trakheesi permit?
The permit belongs to the advertisement, not to the software. The Dubai Land Department’s permit service covers electronic and SMS advertising among other types, so wording that promotes a specific property should be wording you have had approved. A chatbot should repeat approved text and permit details, not write its own property claims.
Does the chatbot speak Arabic?
