How to Auto-Reply on WhatsApp to Facebook Lead Ads
A Facebook or Instagram lead form does not open a WhatsApp chat, so the first message has to be sent by you, as an approved template, to someone who opted in. Here is the whole chain: opt-in on the form, the lead webhook, the first template, and what changes when the lead replies.

To auto-reply on WhatsApp to a Facebook or Instagram lead ad, you need three things in place: the person must have opted in to hear from your business, your software must receive the lead the moment it is submitted through Meta's lead webhook, and the first message must be a WhatsApp template that Meta has approved. Get those right and the message can reach the lead within seconds of the form being submitted.
The template is the part people miss. A lead form is not a WhatsApp conversation. The person tapped "Submit" inside Facebook or Instagram; they never messaged you on WhatsApp. That single fact decides what your first message is allowed to be.
A lead form gives you a phone number and permission. It does not give you an open WhatsApp conversation. You have to start that one yourself, and WhatsApp decides how.
Why must the first WhatsApp message be a template?
WhatsApp lets a business send free-form messages only within 24 hours of the customer's last message. A person who filled in a lead form has sent you no WhatsApp message at all, so there is no window open. The only way to start that conversation is a template message: text you submitted to Meta in advance and Meta approved.
Once the lead replies, the 24-hour customer service window opens, and from then on you can answer normally until they go quiet for a day.

Does a lead form count as WhatsApp opt-in?
It can, if the form says so. Meta's opt-in policy asks for two things: the person must be clearly told they are opting in to receive messages, and told the name of the business that will message them. The same page allows opt-in to be collected on a website or form, not only inside WhatsApp, and says it does not have to be WhatsApp-specific as long as you follow local law.
What that means for an instant form:

- 02Name the business that will send the message. If an agency runs the ads for a developer, the name on the form should be the one the buyer will see on WhatsApp.
- 03Ask for the phone number the person uses on WhatsApp. A landline or an office number collects a lead you cannot message.
A form that only collects a phone number, with nothing about messaging, is not opt-in. Messaging those numbers anyway is how a business number gets reported and its messaging limits cut.
How does the lead reach your software instantly?
Through Meta's lead webhook. When someone submits an instant form, Meta sends a webhook notification on the leadgen field to the software subscribed to your Page. The notification carries IDs, not answers: a leadgen_id, the Page, the form and the ad. Your software then uses the leadgen_id to fetch the actual answers (name, phone, every question) through the Graph API.

To subscribe, the software needs a Page access token with Meta's lead permissions, among them leads_retrieval and pages_manage_metadata, granted by someone who can advertise on that Page. This is why connecting lead ads always starts with a Facebook sign-in that asks you to pick your Pages.
The alternative, downloading leads as a CSV from Meta Business Suite, works, but the WhatsApp message then waits for whoever exports the file. If speed of first reply matters to you, the webhook is the only route that does not depend on a person.
What should the first template say?
Short, specific and obviously connected to the ad they just responded to. The person should recognise you in the first line.
Name your business and the thing they enquired about. Ask one easy question they can answer in a word, such as their preferred time for a call or their budget range. A reply opens the 24-hour window, so make replying effortless.
Send a brochure, three links and a discount in the first message. It reads like a broadcast, it invites a block, and blocks feed the quality rating that decides whether your templates keep working.
Meta reviews every template and assigns it a category, which affects both what you may write and what you are charged. Submit the template before the campaign starts, not on launch day: a lead that arrives while the template is still in review gets nothing.
