A real estate CRM for a Dubai brokerage is a shared list of every buyer and tenant enquiry, wherever it came from: a property portal, WhatsApp, your own website or an ad. Each record holds the person's details, the listing they asked about, the conversation so far and the next step, so any agent can pick it up and no enquiry is answered twice or not at all.
That is the job. The products sold as a "real estate CRM" in Dubai do different parts of it. This post covers where enquiries come from, the three kinds of product, the local rules that touch them, and what to check before you choose.
Where do a Dubai broker's enquiries come from?
From several places at once, which is the whole problem a CRM exists to solve.

Property Finder, for example, lets a seeker contact an agent by email, by phone or on WhatsApp. One listing can therefore produce enquiries in three places. Check how each portal you pay for delivers its enquiries, because that decides what a CRM can capture from it.
What kinds of product are sold as a real estate CRM in Dubai?
Three. They overlap, but each is built around a different problem.

Many brokerages end up with two: a brokerage CRM for listings and portal leads, and a capture tool in front of their own website and ads. Decide which problem costs you more before you compare feature lists.
What does a CRM have to record for each lead?
Five things. If one is missing, an agent rebuilds it by asking the buyer again.
- The contact. Name, phone number and email.
- The property or project. The listing reference, or the community and unit type.
- The conversation. What was asked and answered, in order, on the record.
- The source. Which portal, ad, page or agent it came through.
- A status and an owner. Who is following up, and whether it has been done.
A brokerage that sells off-plan will also want the buyer's budget, timeline and whether they are buying to live in or to invest. The questions a real estate chatbot should ask covers how many of those to ask at once, and in what order.
Which Dubai rules touch a real estate CRM?
Three sets of rules. None of them is a product setting, and no software removes them. This section points to the sources; it is not legal advice.
The Dubai Land Department issues real estate advertising permits, and its list of permit types includes electronic and SMS advertisements. A broker needs a marketing contract with the owner for most of them.
Since 24 April 2023, approved advertisements must carry a QR code, activated through the Trakheesi system, so a customer can check the ad is valid.
The UAE's Federal Decree-Law No. 45 of 2021 came into force on 2 January 2022 and prohibits processing personal data without the owner's consent, with limited exceptions. The DIFC has its own data protection law.
A business needs opt-in before it messages someone, and can reply freely only within 24 hours of the person's last message.
What this means for a CRM in practice:
- It should store the consent, not only the number. Property Finder's guidance for agents is to keep the consent wording, the time, the channel and the stated purpose with each contact. The same guidance says UAE telecom rules require prior consent and a working opt-out for marketing messages; read the regulator's own text before you rely on that.
- It should repeat only approved wording. A CRM or a chatbot does not obtain a permit. If it sends listing details, it should send the text and permit details you have already had approved.
- It should handle a closed WhatsApp window. Once 24 hours have passed, only a message template Meta has approved can be sent. A follow-up on day three needs one.

What should a Dubai brokerage check before choosing a CRM?
Seven questions. Ask each vendor all seven and write the answers side by side.
- Which portals does it capture leads from, and which kinds? Email, call and WhatsApp enquiries are three separate integrations. "Property Finder integration" can mean only one of them.
- Whose WhatsApp Business account is the number in? Yours, or the vendor's. You want to keep the number if you leave.
- What happens outside the 24-hour window? It should send an approved template, and tell you when a template is rejected or paused.
- Does follow-up wait for a reply? A sequence that fires on a timer keeps messaging a buyer who has already answered.
- Where is consent stored? You should be able to show when and how a contact agreed to be messaged.
- Where is the data hosted? Ask for the country and the provider, and check it against your own obligations under the PDPL.
- What does it not do? A vendor who cannot say where the product stops has not thought about it.
