A Trakheesi permit is the permit you obtain through the Dubai Land Department's online system before you advertise real estate in Dubai. What does a Trakheesi permit cover?

The Dubai Land Department's real estate ad permit service lists 14 categories of advertising. They include newspaper adverts, SMS campaigns, outdoor signage, vehicle adverts, billboards, promotional campaigns, open house events, exhibitions, project launches, seminars and promotion platforms.

So the permit is not only for portal listings. A text message campaign or a sign on a vehicle is advertising too.

Who can apply?

The department's page says the applicant needs Company status, and that a broker needs a marketing contract with the property owner. In practice that means the brokerage, not the individual agent, usually holds the account. Ask yours who applies and how long they take.

For a single property listing on a portal, Bayut's agent guide (published 4 July 2022) says the permit number is required for a listing to go live on Bayut and dubizzle, and that the ownership paperwork is either a Form A from the department or a no-objection certificate from the owner. A portal's rules can change, so check the current ones with the portal.

How do you apply, and what does it cost?

The department lists five steps.

  1. Log in to the Trakheesi system.
  2. Enter the information and upload the documents.
  3. An employee reviews and approves the request.
  4. Choose a payment method in the system.
  5. Receive the e-permit certificate.

The fees on the same page are AED 1,000 for most permits, AED 5,000 for a project launch event and a AED 20 knowledge and innovation fee. The stated service time is one working day.

What should a broker do before every advert?

A short checklist, used before anything goes out.

  • Hold the permit before you publish, not after the first enquiry arrives.
  • Match the permit to the channel. A portal listing permit does not cover a text campaign.
  • Keep the permit number with the listing so whoever edits the advert can find it.
  • Check the owner contract is in place for the property you are advertising.

Does this affect your chat agent or lead tool?

Indirectly. A chat agent that answers enquiries is not an advert, but the advert that sends people to it is, and an agent that quotes a listing is repeating one. Keep the content your agent answers from limited to properties you are permitted to advertise, and remove a listing from it when you take the advert down.
