The WhatsApp Business API is the version of WhatsApp that software can drive. Meta calls it the WhatsApp Business Platform. A chatbot, a CRM or an automated follow-up connects to it to send and receive messages for a business, which the free WhatsApp Business app cannot do.
For a UAE business the practical questions are how to get access, what Meta charges for messages to +971 numbers, and which rules decide what you may send. This post answers those three and says where it stops.
What is the difference between the WhatsApp Business app and the API?
The app is for a person; the API is for software.

If one person answers a handful of chats by hand, the app is enough. Once you want a reply to go out the moment a lead arrives, you need the API.
How does a UAE business get access?
Three routes. In each, make sure the account and phone number are registered to your business, because those are what you would have to move if you changed provider.

All three require a Meta business account, and Meta runs a business verification process. Meta's own help pages set out what it asks for; check them, because the requirements are Meta's and change.
How much does it cost?
Meta's pricing page says that since 1 July 2025 you are charged per delivered template message. The rate depends on the template category (marketing, utility or authentication) and on the recipient's country calling code, so a message to a +971 number is priced from the UAE entry on Meta's rate card. No rate is quoted here, because Meta revises them.
What is free, according to the same page:
- messages a person sends to your business;
- non-template messages, inside an open 24-hour customer service window;
- utility templates sent inside that window;
- every message, templates included, during a 72-hour window that opens when you reply to a click-to-WhatsApp ad enquiry within 24 hours. That window applies to people using the Android or iOS app, not WhatsApp Web or desktop.
So the cost depends on how you use it. A business that mostly replies to people who message first pays little to Meta. A business that sends marketing templates to a list pays per delivered message. A provider or platform charges its own fee on top; ask for the total, not just Meta's part.
What rules decide what you may send?
Two sets: WhatsApp's, which are the same in every country, and the UAE's.
A business needs permission before it messages someone, taken where the person can see what they are agreeing to.
Free-form messages are allowed only within 24 hours of the person's last message. After that you can send only a template.
Templates are submitted to Meta and approved, rejected or paused, and the category affects what you may write and what it costs.
Federal Decree-Law No. 45 of 2021 prohibits processing personal data without the owner's consent, with limited exceptions. The DIFC has its own data protection law.
Marketing messages to UAE numbers are also regulated by the telecom regulator. This post does not summarise that text, because summaries disagree on details and the regulator's own pages should be read directly. Ask your legal adviser what applies to the messages you plan to send.
What should you ask a provider before you sign?
- 01Whose account is the number in? Yours, or the provider's. You want to keep the number if you leave.
- 02What is the total monthly cost? Meta's per-message charge plus the provider's fee, for the volume you expect.
- 03What happens after 24 hours? It should send an approved template and tell you when one is rejected or paused.
- 04Does follow-up wait for a reply? A sequence on a timer keeps messaging a person who has already answered.
- 05Where is consent recorded? You should be able to show when and how a contact agreed to be messaged.
- 06Where is the data hosted? Ask for the country and provider, and check it against your own obligations.
